## 5. Step-by-Step Procedure

### Step 5.1: Initiative Inception & Requirement Gathering
1. Define the specific operational objective in one sentence.
2. Identify all required inputs, tooling, and data sources.
3. Establish measurable acceptance criteria before any drafting begins.

### Step 5.2: Drafting & Asset Construction
1. Use standardized naming conventions (`YYYY-MM-DD_[AssetName]_v[X.X]`).
2. Adhere strictly to the brand typography and design tokens.
3. For spreadsheet deliverables: Ensure zero external VBA macros and verify all formula cross-totals.

### Step 5.3: Verification & Staging
1. Deploy the draft deliverable to the `/staging/` repository branch.
2. Conduct a four-eye review verifying:
   - Factual accuracy and lack of grammatical errors.
   - Compliance with the Privacy Policy and Disclaimer standards.
   - Cross-device readability and accessibility.

### Step 5.4: Formal Sign-off & Production Release
1. Submit the verification checklist to the Executive Approver via the Command Dashboard.
2. Upon receiving explicit written approval, promote the asset to production.
3. Archive all intermediate review logs in the permanent compliance repository.
